Life on Samaria is a harsh existence. Nobody knows this better than the tribes of Outcasts forced to make their homes in the hostile wastes. Caught in a constant struggle between their environment, Skarrd raiders and the pressure of Forsaken expansion, the members of these tribes are forced to constantly fight and scrap for their very existence. Living amidst the desolation of the wastelands and salt plains has forced the Wasteland Warriors to become scavengers without peer. Everything they own has been salvaged from ruins or removed from the corpses of fallen enemies. Wasteland Warriors are such zealous scavengers that they will often be in the process of stripping the armor and weapons from a fallen opponent as they are hitting the ground, for the Outcasts are a desperate people who allow nothing to be wasted.

Wasteland Warriors comprise the majority of any Outcast tribe. Life in the wastes has made them masters of their environment, using the natural terrain of the desert as cover and concealment. The Outcasts are able to blend in with their surroundings so well that they can catch most opponents unaware. When they do, they utilize the same zip guns that they use to move amidst peaks and crevices to shoot cruelly barbed hooks into their targets and pull them off their feet. Once downed, the Wasteland Warriors quickly finish their quarry with crude but brutal bludgeons.

Even though the Outcasts and Forsaken are the only groups on Samaria to remain fully human, their relationship is a shaky one at best. The Forsaken constantly press to expand their empire and force their beliefs on the Outcast tribes. At times, Forsaken warbands will hire Outcasts as reinforcements when no others are available, paying them in food, weapons, or raw materials. Most of the time however, the Forsaken attempt to make the Outcasts conform to their dogma. Having lived on their own and grown incredibly self-reliant, the Outcasts defy Forsaken attempts to dominate them through religion. They will defend their way of life to the death. These tumultuous interactions regularly lead to armed conflict between the Forsaken and Outcasts. Often the Forsaken will venture into the wastes in order to subjugate the heathen Outcasts or spread the word of God by heavy-handed force. Such groups seldom return as the Outcasts emerge from the ruins and crags to meet them, introducing their would-be evangelists to their desert-bred ferocity first hand.
